There is nothing like that I'm aware of and you would need pretty large table to manage something like that.
If you are looking to do this for specific IP I can offer solution outside of phpBB. Download your access file. Open the file in Notepad++. Go to the search feature and switch to the mark tab. Put the IP in search box then put a check next to bookmark line, click mark all button.
This can take a wile to complete depending on the size of the file. Once it's complete click "Search" in the menu bar and down the bottom in the sub menu for bookmarls you can remove unmarked lines.
You'll be left with fairly large list but it can pared down even further marking lines for viewtopic.
